The main stakeholders in the policies addressing food waste are the UAE residents, the residents of the developing countries who experience hunger, and the UAE government. The residents of the UAE play a significant role in resolving the policy problem. Thus, the main factor of the problem resolution is people’s awareness of the negative impact of their food waste. It will help them to start working on this issue and control the amount of food they buy. Social responsibility, the desire to resolve the issue, and help those who experience hunger, as well as the threat of global warming, are the factors that drive people’s behavior. Unfortunately, the desire to buy more, financial stability and ignorance about the issues described are also among the factors that drive individuals’ lifestyles. To influence the behavior of residents, it is necessary to provide them enough information about the problem through the mass media, as well as invocate to the social responsibility of people. These measures would help the residents to have enough influence on stakeholders that would be effective on the final outcome of the policy.

In terms of the residents from the developing countries who regularly experience hunger, it is worth mentioning that they play an insignificant role in the policy problem. Unfortunately, due to poverty and lack of resources, the amount of food waste they produce is minimal. Therefore, there is no need to take any measures in terms of food loss. However, raising awareness of their poor situation is essential for changing the behavior of people from developed countries. Having seen the poverty and lack of food that are experienced by some people, residents of the rich countries realize that they should be more careful with what they buy and the way how they consume it.

People who do not have enough nutrition resources appreciate every piece of food and, therefore, hunger becomes the main factor that drives their behavior. As the amount of food waste in these countries is minimum, there is no need to influence people’s behavior toward this subject. If the United Nations achieves its goal and eliminates hunger, the influence of people who used to starve on the final outcome of the policy will be critical. However, to influence the policy positively, they could manage to adjust to the new circumstances in their lives. Thus, they should serve as an excellent example of controlling food flows without its waste throw harvesting fruit and vegetables and its proper storage.

As for the UAE government, as one of the stakeholders of this policy, its role is crucial. It remains the primary provider of policies that fight food waste. The main driver of the government’s “behavior” is that it loses billions of dollars every year because of food loss. To reduce this financial loss, the government implements certain measures that aim to improve the situation. Therefore, there are no actions that should further influence the position of the government toward the problem, as it already does a lot to resolve the issue. As the UAE government is the main institution that initiates the issue of policies toward food waste, its influence on the final outcome of the policy is crucial. Thus, the effect of this policy depends on how much funding the government is ready to spend on resolving this issue. It also depends on how many people will be involved in implementing the policy by the government.
