The private sector owns a large number of critical infrastructures; therefore, it has roles and responsibilities of protecting them. The role and responsibilities of the private sector involve limiting the ability of terrorists to carry out attacks in the United States.

Since the private sector carries out daily transactions, which facilitate the movement of goods, people, and information, it has a responsibility of monitoring all activities within its jurisdiction and reporting any suspicious activities. The global infrastructure system facilitates the movement of people, goods, and information; terrorists use the same system. The private sector has a role in preventing terrorists from acquiring chemicals and technology which can be used against the United States.

Although the private sector’s key objective is to make a profit, it has a responsibility of identifying dangerous actors and limiting their access to hazardous technology and materials. In addition, they have a role to reduce the vulnerability of critical infrastructure; by identifying and prioritizing risks, protecting critical infrastructure, and enhancing the ability to withstand and recover from an attack. I believe the private sector understands and accepts those roles and responsibilities, however; it is complacent.

Complacency arises because the private sector has its challenges and obligations. The private sector is primarily concerned with increasing market share, and making a profit; they often respond only to out-of-ordinary events. Security agencies must carry out awareness and publicity programs so that the private sector remains alert. The security of critical infrastructure requires the participation of every interested sector.
