Northwest Territories, which currently is the Alberta, is formally the ordinance for United States governmental territory in the Northwest of the river Ohio. It is also known as freedom ordinance, which was an act of the congress of the confederation of the United States. The ordinance was passed in 1987 July. The essence of the ordinance was to create the northwest territory in an organized manner to be the first territory of the kind in the United States.

This was carried out under the north and west of Ohio River, Great lakes, Eastern part of Mississippi River. US congress then affirmed the ordinance in 1789 with a slight constitutional modification. Slaves were completely banned from the territory. Ohio River marked the boundary between the slave territory and free territory in the region between Mississippi and Appalachian mountains. The divisions helped to set a state between slave states and Free states. The territory had established civil rights, which incorporated the first 10 US amendments in the constitution.

Legal and property rights were enshrined; there was the proclamation of religious tolerance and also the encouragement of schools and educational means. The ordinance prohibited slavery in the region while they were in northeastern states. Slaves were illegally kept in the territory. Later, the abolition of slaves in the North part created a region of Free State balance. To the Native Americans, the ordinance observed the utmost good faith towards Indians their property and land and mentioned their property should not be taken without their power. From the illustration, slaves lived in the Northwest Territories and Americans who occupied the Free states.

The slaves make their living through peasant survival strategies which include agricultural practices and livestock rearing under very strict conditions from their leaders. In the case of the federal government, they captured the fertile and productive areas whereby they utilize natural resources like gold mining, farming among others. The concern of the federal government was focused on economic integration within the region. This is because the government had good knowledge in the exploitation of natural resources in a time of treaty signing. The best cause of action to address the concerns is to create equality between the two existing classes, i.e., the Free states and slave states, so as to have the same opportunities.
