The members of “trouble persons industries” tend to support the linguistic minority construction of deafness. “Medical practices with children and adults who are members of a linguistic and cultural minority known as the DEAF-WORLD”.

Medical practitioners, deaf children, and deaf adults are members of this linguistic minority construction. The parents and teachers of deaf children and deaf adults are hearing parents and hearing teachers. Here, deaf people are not considered or treated as disabled; instead, they are treated as a linguistic minority.

The authority of this construction is adult deaf; moreover, they consider deafness as a social problem. Instead of doing treatment for deafness, they make the deaf child mingle with other deaf adults and deaf children so that they can learn their language and can communicate with others in their language. In this institute, more priority is given to the deaf teachers and other deaf staff, because they are able to know more about the deaf children than others.

The deaf tutors are able to know the language and culture of deaf adults easily. Even the non-deaf service providers understand the language of deaf children. Therefore, most of the service providers of this institute are social workers, deaf tutors, and adoptive parents, and so on.

When the authority of all areas is given to the deaf adults, they do not feel deafness as a disability; moreover, they support the deaf children to participate in all activities.

The law should give equal treatment and priority to deaf people. In the linguistic minority construction, deafness is observed as social diversity. The changing attitude towards deafness in the linguistic minority construction makes the deaf children and deaf adults more confident.
